In WWI, it did lead to disengagements, but in BM, nothing stops a pilot that is out of ammo from continuing to fly to either wrack up points and/or to distract the opposing pilots in a team match. Currently, a plane with no guns can still fly around to do just that, except an alert enemy can see that the gun has been destroyed. Ammo would not be visible to enemies, so it is an even more viable distraction.
