No, each plane in a game has a different random fuel addition... else (as you pointed out) it would have been useless for the purpose of "shadowing" fuel capacity... 
Concerning the whole fuel topic, I usually agree with the policy of bringing the game online "as it is", with only some additions, but without any serious change in the author's rules. I always played the boardgame with fuel rule, and always liked that, so I see no reason to change it here... but this is just my personal opinion, of course!
