Message text I don't agree Killer, fuel it's just a part of the game. Planes balance comes form the number of guns, the manouvers they can do, the number of damage boxes they can suffer in the various parts AND the number of fuel boxes.
If you think the planes must have the same chances about fuel, why not make them also use the same fuel for the same manouvres, and then have the same manouvers, and then the same number of damage boxes etc etc. 
Maybe you just want some more "to fight on equal terms" scenarios 
Il also used to play the board BM fifteen years ago, and surely the DVII has always been one of the strongest planes, despite his 37 fuel boxes... (personally i feel more frustration when playing planes that use 2 fuel boxes for 2, 8, 9... manouvers than playing the DIII!!!)
