If it's complicated programming, I'd say it's a low priority. Or maybe someone knows a reason for the rule in the first place -- does it make more sense than I think?
One possible hack is to simply say that the rule is not in effect in a light breeze. Not very elegant, but solves the problem of immobile SOLs.
Looking more closely at the rules, however, it gets more complicated. The relevant rule is in section V. Movement Notation Phase, paragraph D. Turning:
Ships which did not move from their bow hex druring the previous movement execution phase are limited in their movement by the following restrictions
Followed by
3. They may increase sail to full sail speed only if they move at least one hex in a straight line in the movement execution phase. No turning is allowed at any time during the move.
The use of the phrase "increase sail" supports the current implementation. But full sails markers are not placed during the Movement Notation phase, but during the Full Sails phase, detailed in Section XI. That paragraph does not mention the above rule, nor does the rule mention the Full Sails phase. Replace "increase sail to" with "use" - "They may use full sail speed only if.. " - and it turns into a completely different rule. And it isn't obvious that this is not what is meant, considering the placement of the rule in the Movement Notation section and the opening sentence: "Ships which did not move from their bow hex druring the previous movement execution phase are limited in their movement by the following restrictions:" |
