What requires testing?

All league scoring requires users testing to ensure that:
a) it works as explained (we want no bugs!)
b) it is a good system (does the score makes sense?)

PS: Pointing system should remain simple, and not prevent teamplaying. Or else, it will become difficult to convince someone into playing the small ships in many scenarios. As for surrendering, the surrendered ships should be counted has captured ships, because they are capture in theory. If not, then let us sink them to get the points!

I agree that teamplaying shouldn't be discouraged.
Surrendered ships of a surrendered player already count as captured.
Do you suggest that all surrendered ships should always count as captured?
What if more than one side remains on the map at the end of the game? Should we still consider surrendered ships as captured ones?

Good question. In history, there was always ships remaining at the end because of the light going down, or the sea being unfriendly, etc.

The rake rule is a real surrender rule for me. The one you put in there is for players to abuse of the rule, or because they realized their mistake in joining the game. If you remove the option altogether, then it becomes an automover at worst and we can sink it.

In conclusion, maybe you should remove the option totally. You cannot surrender. Or else, we can sink it and we get the regular points or we do not sink it and get twice the points as a captured ship at the end. Hum, this is good too actually, but complex again.

PS: Normally, a country would sink its own ship instead of risking giving it to the other side. So surrendering is almost like sinking your own ship.
