Huh. That's one really weird rule... I wonder how that came about.
My guess is because it's a foreign ship. Even with a full crew they probably wouldn't know how to handle it as well as the original crew, don't know where everything is, etc.
I suppose it also encourages grappling since there's no double penalty for crew loss and a prize crew.
But it's also a good reminder to not leave extra crew on a captured ship unless you intend to repair it (need two crew sections) or grapple other ships. I find they're usually put to better use on their original ship.
