From time-to-time, games hang up when tailing loops occur. In order to help resolve these I propose the following priority ranking with some factors to help establish these based on the following objectively observable factors.
1. Friendly/Enemy pursuing an enemy takes priority over flying in formation at a given range.
2. Shooting fired at the tailed target last turn. If you fired at the target, then you are focused more on it and should have a higher priority. Thus, pilots shooting enemies should always take priority over pilots following friends. If your guns were reported as jammed, then you would not qualify for this.
3. Range the further you are away from the target of tailing, the easier it is for you to respond and correct, so the higher priority you should have.
4. Deflection - the lower ones deflection, the easier to tail and the higher ones priority should be.
No Deflection as per shooting rules, directly behind the tailing target traveling in the same direction. Low Deflection pointed directly at the target, but target is traveling along a different path. Med Deflection the target is in one of your forward flank hexes traveling in the same direction. High Deflection the target is in one of your forward flank hexes traveling in a different direction.
Combining these factors with the above priorities would result in the following ranking from lowest to highest priority. The lowest priority planes would need to break tailing first.
Move Status Range Deflection 1 Tailing a friend Range 0 No Deflection 2 Tailing an enemy Range 0 No Deflection 3 Shooting Range 0 No Deflection 4 Tailing a friend Range 1 High Deflection 5 Tailing an enemy Range 1 High Deflection 6 Shooting Range 1 High Deflection 7 Tailing a friend Range 1 Med.
