Actually there isn't something special about Storm, it could just as easily stay there, move down, or rise up to Hurricane (ends the game immediately).
However, wind change can happen only every 3 turns, plus in some scenario the wind change is rare... and being with Storm (or light breeze) is extremely boring so I guess that makes even longer
I guess I have just been unlucky, but a lot of recent games seemed to get stuck on storm. Anyway, I agree with Electro. An option to disallow wind speed change (or to limit it) would be very nice.
