The wind is Light Breeze, Gibraltar is a 2nd rate, and so cannot move in any direction without full sails.
It seems it is correct by the rules, light breeze basically removes all the standard movement allowance for 2nd rate ships (-3,-2,-1, 0 on the various attitudes). Advanced Rule V.D also says that ships which did not move from their bow hex in the previous movement phase may increase to Full sail only if they move forward (and do not turn during the move).
I have also checked at some tournament rules found online and they do specify rule V.D with the following:
19.4.1 A ship which did not move forward by normal movement from its bow hex during the previous Movement Phase is limited in its movement by the following restrictions ** (Drifting does not count as forward movement) [...] 19.4.1.3 It may increase from battle sail to full sails only if it moves at least one hex in a straight line in the Movement Phase. No turning is allowed at any time during the move. (There is no effect for going from full to battle sails).
