Especially when it seems to have a tendency to go up to "Storm" and stay there. (It does, doesn't it, or have I just been unlucky a lot?)

Actually there isn't something special about Storm, it could just as easily stay there, move down, or rise up to Hurricane (ends the game immediately).
However, wind change can happen only every 3 turns, plus in some scenario the wind change is rare... and being with Storm (or light breeze) is extremely boring so I guess that makes even longer
