Message text After much testing with Bruce, Karl, and Dominion; I have to agree with Karl the crew quality for the "Historic Arbuthnot et des Touches " makes the game unbalanced. 
This is what I suggest:
Leave the Historic version the way it is. If someone choose to play it, it is their problem just like the pirates scenario and the 3vs4.
Create a Balanced version of the "Historic Arbuthnot et des Touches". Call it "Balanced - Historic Arbuthnot et des Touches". Make the crew quality the same on both sides. If we want to promote longer game and nastier shooting, make both sides Crack quality, otherwise make both sides Average.
