As Hubert said, I did it by the book. The goal is not to be balanced but to be "like the original WS&IM" and in the original WS&IM the scenario is supposed to be "historical", not balanced: if British were stronger on that day, so be it.
So I created this new "Arbut" version not to balance it but because 1) what we had was different from the rule book 2) it had "non-sense" values, like 18 guns on a ship under Basic Rules.
Obviously we do not just want to play "historical games" but we also like playing "balanced games", so how do we combine these two things?
I think there are two solutions, and we are going to follow both:
1)Play 2 games when the scenario is unbalanced When using historical unbalanced scenarios, simply play the game twice, switching sides with your opponent. This is very common practice in Blue Max too. Unless the scenario is totally unbalanced (like an elite 13-gun SOL vs a poor 6 gun-SOL), switching sides will ensure an overall (balanced) interesting match.
2)Non-historical balanced scenarios If you don't want to play "pair games" switching sides and you just want 1 single 100% balanced games, here comes "Solution 2"! While having historical scenarios by the rulebook is nice, we can have as many other non-historical and balanced scenarios as we want. So instead of "fixing" the historical ones, we will just create new ones designed for "fun gameplay". We have already a few on the main site but indeed we can, need, and will create many more
