Whatever you do to re-energize this game... my personal suggestion is: Realize that people have busy lives, and other things to do with their time... so if you excessively penalize them for taking a break, or "inactivity" expect to drive them away. It doesn't make sense to invest time into something, just to have your account returned to "newbie" status because you had other competing demands for your time. If this doesn't make sense, then I apologize because its been such a long time I don't really remember specifics, and in fact will need to revisit how this entire site works. The limitations have been liberalized a bit this past year, so you should have less issues with this as long as you play a handful of games. The restrictions only apply to joining leagues; you can still join, or create, open games and play without limits in those.
The problem with allowing players with low/infrequent playing history into leagues is if they noshow or drop out, it can skew, or even freeze the league from finishing, so there has to be some trade off in that respect.
