No the target it's not random, but it's not chosen by the program (was not coded); to tell it with non technical words, it was left to an internal obscure algorithm inside the database. For those of you that knows programming it's just first record returned by SQL in a record set. You will discover that the system tends to fire to the same ship for many turns in a row if no other condition changes. If you are not satisfied with the target the only way is to move away, close up, turn the ships etc.
