If a ship is sunk it shouldn't hinder your movement.
I see in the rules it says the ship is still afloat. But in my opinion if your hull is completely destroyed the should eventually sink?

in time they would sink but the wood needs to become water-logged which takes time. Within the battle time-scale you would run a high risk of ripping out the bottom of your hull by sailing over a newly sunk ship
