I understood what you want to say, but my point was: "Who should get it? The one that creates the scenario or a casual player?"
If it is casual, and discovered by you when you get the pilot at the start of the scenario, and by the other players when you shoot for the first time, it can be fun, if it is a self assigned bonus ...

One possibility is to create new fixed scenarios with defined bonus. In this way all players before to accept the game know it.
I am thinking to the "Baron last fly" scenario where only Richthofen could have the bonus.


You cannot replicate the skill of the pilot. Some of these less balanced scenarios or situation can turn out victorious when you have a skilled player flying the weaker side. No amount of bonus can properly replace the skill.
