and the enemy fires a rake at my ship, when another is nearer and no rake!

Anchored ships drifting is definitely a 'bug' that needs to be corrected. It's next on the list.
The real problem is that only a few scenarios should allow anchoring at all. But thats a different can of worms.
Regarding your other concerns, what game number? I'll take a look.
