Yes... no... not so easy.
Suppose you have 4 sails 2 vs 2. Two goes east and two goes west. Everyone have an emeny in the 20 hex range... You'll never reach a "minimum" distance.
Other scenario: one vs one. one goes north, one goes south, same wind attitude, same speed. Who is retiring ?
There are no simple solutions... no ?
