By rules, crewless ships are not surrendered, so you must grapple and OBP.
On the other hand, you can capture surrendered ships by simply using TBP (no grapple needed).
However, your post is entitled "Struck ships": we have disabled capturing of struck ships as the rules were not clear/complete enough to handle some situations (I don't remember which ones at the moment, I'd have to check).
