There sure is! It says "WILL surrender if raked", which is not the case as there are other criteria as has been noted here. This confuses scores of people trying to learn the game as they rake the ship, and, assume it should have surrendered.
Perhaps remove the message, perhaps MAY surrender if raked, perhaps some other wording if you want to keep the mssage.
). I tried to explain the hull rake thing because I've seen people confuse it before, including myself in my younger days. But in the game log it says "will surrender..." without all the details, which is what sfatula is talking about. So you're both right.
