In both of these cases, a friendly ship was within 10 hexes. Isn't that supposed to protect the dismasted ship from surrendering?

there is something about the supporting ship has to be as big or bigger than the raking ship

Close. The ship within 10 hexes has to be the same or a larger class as the raked ship. And I believe SOL 1 and 2 count as different classes for that. I don't see that game in the list, but that could be the problem.
