One of the changes in the recent update was a fix to unfouling. Before unfouling would occur on 4 out of 6 -- the rule is 2 out of 6. Seven turns is a lot, but not impossible, especially since it looks like the pirates were not trying to unfoul, so only one ship was making the attempt.

Regardless, fouling is a LOT more dangerous now and not to be taken lightly.
