But in this last case (or cases), no question appears. The turn is terminated immediately.
If all your ships have been given an order it doesn't ask and processes it as if you submitted it. I've been burned on that a couple times. There's no perfect solution I know of -- maybe hold a ship back until you're ready, but I never think of that.
