Yep, its a known 'thing'. Is it a bug? Not sure. The original rules never specifically call out if an anchored ship drifts or not. Common sense says, duh, it doesn't. The system is currently coded so that if BOTH anchors are down, the ship won't drift. Strong winds! Or perhaps it's a very smooth ocean floor.
Also, not all the original scenarios were in shallow enough water to allow anchoring. In fact, most of the scenarios here shouldn't allow it. But for now, all the scenarios are in shallow water. We've discussed adding scenarios with Land. But that changes things a little too. Right now our scenarios are all on infinitely large oceans. If we add land, and someone sails up the coast, do we need to code a random coast generator? As you see, there are some more enhancements to be done here and thats when we'll revisit anchoring.
For now, as a house rule, it takes two anchors to prevent drifting in the strong winds on our infinitely large, yet shallow, smooth floored oceans.
