How a team organizes itself is up to the team members. In our case, I am nominally the Admiral and give the orders but not before getting input from the other captains.
I have no idea how team scores will be kept. We are just now taking those tentative baby steps in this endeavor. If there seems to be interest from other potential teams, we'll put a scoring system together. It would be great to see this concept take off.
There have been tournaments before, both team and individual. Someone just needs to set it up and run it. It's not a league you can start within the site. If some running total was kept, it would be whoever's running it. And it depends on the rules of the tournament. I think there was one where we played each side of a scenario and the total points of the two games determined the winner.
The two games going on now are just for fun and bragging rights, not part of anything bigger.
