Surely speed 0.

The speed in the original version of BM was determined by the fuel consumed in that turn. so a 1S1 is considered the same speed as a 2S1, even tho they are in-fact different speeds. In later versions of the game (miniatures rules I believe with out going into my old rule books)the speed is determined by the amount of hexes moved irrelevant on the amount of fuel used.
Hope this helps.

In the case of the game you mention your 1R1 stall is the same speed as your opponents 11R1. and yes in miniature rules you would have had him.
