Is it really a problem, or just an isolated incident? In other words, are we asking for a bunch of work recoding just to address the actions of a single user or is this issue more widespread than the leagues Shirue is in?

It happened at least couple of times in recent months. The other 2 occurrences in my last 100 finished leagues are both in 1-vs-1 leagues:

giginogigetto in 7169
lunaticfringe in 6594

There was another player that I won't mention the name that is notorious for that in many vs many leagues. He does surrender all the time on all games but will do so in the first sign of defeat. When BlueDragon fixed the WSIM bugs early this year, all of us veterans were over in the beta site pushing for the new surrender rules and tested it over there as well.

As far as I know, most if not all coding changes these days fall on the shoulder of BlueDragon. BlueDragon is developing the Advanced Rules for WSIM right now and fixing bugs as people find them. Nick's time will be used to upload the changes to the main site.
