Tournaments are impractical to use large scenarios. It will take too long to fill up and too long to finish. Once you involve large scenarios, you are not going to get the experts (eg. pokerguy) to participate. As for squadrons, I think we have used bigger than 4 vs 4 at one time. However the squadron may not be able to dig up that many people for 1 game these days.
