My speed chart read like this:

0 - 0,0,0,0
1 - 0,0,1,0
2 - 0,0,2,1
3 - 0,1,3,2
4 - 0,1,4,3
5 - 0,2,5,4
6 - 0,2,6,5
7 - 0,2,7,6

I do not have 2/2/1 in my tables .... which table are you using ?

It's not in tables...
SOLs in "Arbuthnot..." scenario are all "0,1,3,2"
and in my first 100 games if a ship lost 1 full row of rigging the movement changed to "0,1,2,2" (or you loose the ability to reach speed 3)

Now the same rigging damage reduce your ship speed chart to "0,0,2,1" (or you loose one speed point at every wind)

I don't know the reason behind this, but now, without the "all sails up" option, ships are way much too vulnerable to riggings fire.
