Two "fixed" versions of Arbuthnot already exist: the "Historical" is the rulebook version, which is very unbalanced, the "Balanced" one has different crew qualities to balance the fight.
They both solve the gun/hull/crew problem and also the Conquerant rigging problem.
However, they have some more ships (as it was supposed to be).

If you want to have the same old Arbuthnot but on Advanced Rules...well,there is no way to fix it on Advanced only.
Every game is automatically scaled up when played with Advanced Rules.
So to fix it for Advanced play we should scale down gun/hull/crew in Basic - but then you would no longer have the old Arbuthnot to play in Basic.

The only other option is to create yet another Arbuthnot scenario (!) so that both the "old flavor" and the "scaled down guns" version can be played (along with Historical and Balanced).

I would be in favour of ditching the old Arbuthnot Basic scenario, but I know some folks like it because they always get to shoot even at range 10 due to the massively over-gunned ships.
As far as balance goes, in my opinion there are VERY FEW of the scenarios in the rule book that are balanced - difference in crew quality, especially crack or elite vs average, usually ends in disaster. So the best way to go is customized scenarios OR if there could be a "Build Your Own" scenario where the players set a point limit they can use to buy ships of their choosing.
Not a priority, for sure.
