on turn 19 I can't turn Orient, even after moving one straight. The mouse-over box says "turn: 0". Same for Britannia. Popup says "Ship cannot turn that fast".

Orient has turning ability 1, so when it doesn't move forward for a turn, it drops to 0.
You should be able to turn Orient only if you stay in place (because it's free)
Can you do that?

Same thing for Britannia in this game, turn 15. In this one the mouse-over says "turn: 0" but I can turn if that's all I do. I don't remember if that was true on the game above.

That's correct, you can always turn in place for free.
