I thought that's how it always was. It always picked a rake over a non-rake, for example. And I can't think of any other reason why two target ships at the same range would ever have different HDTs.
Although the best solution would be picking the target you want, as long as it is the closest candidate.
It's great to hear there is still progress. I dropped out of the beta site for a while, but will try to stay involved.
Under the new advanced firing code it may not fire to the optimal target (i.e. the one in raking position or the one to which you may fire more guns).
Hopefully this will be fixed by next month

In the coming future, it will also be possible to choose a "preferred target", but I'll probably do that only after Advanced Rules are complete.
