It looks weird, but nothing is wrong.
Thunderer unsurrendered at the *end* of turn 64, so during turn 64 it was still surrendered and it obviously couldn't fire nor it could be fired upon.
Go on with boarding parties selection and all ships will resume firing this turn  |
