This number represent the maximum number of moves possible. The actual moves depends from the move you do.

You have to relate this number with your wind attitude to have your final movement allowance.

We can add a 3rd number that represent the Speed of the ship that contains the info you need. We will do some tests on this issue.

IIRC you can never move more than your initial number (i.e. if you have a speed 4/3/1/0 ship and start with the wind from astern: move 3). That's the number I was looking for.

Don't bother with it if it's complicated - it's not that important.
