It is hard to determine it before you move. Suppose you have a move allowance of 4. If your first step is turn into the wind, then you can only move 1 hex straight. After this second step you can only turn a second time, for a total of 3 steps.
This number represent the maximum number of moves possible. The actual moves depends from the move you do.
You have to relate this number with your wind attitude to have your final movement allowance.
We can add a 3rd number that represent the Speed of the ship that contains the info you need. We will do some tests on this issue.
