Same game 157: Provence did not fire for 3 consecutive turns (after that surrended by immobility), Romulus did not fire for 2 consecutive turns and Adamant did not fire on turn 24 (not sure about that... maybe my opponent has pointed at a higher HDT).
Maybe ships have fired but the log didn't report it (sorry I can't remember previous damages...)

Sorry it looks like that HDT was too low (HDT-1 or less).... no bugs just Commander stupidity....
