In game 157, turn 20, my SOL Provence did not fire any broadside but she had a target for each of them.

Same game 157: Provence did not fire for 3 consecutive turns (after that surrended by immobility), Romulus did not fire for 2 consecutive turns and Adamant did not fire on turn 24 (not sure about that... maybe my opponent has pointed at a higher HDT).
Maybe ships have fired but the log didn't report it (sorry I can't remember previous damages...)
