What if your opponent offer A Draw but you are winning by points?

Depending on the move frequencies of both players, this can drag on for days before the game ends due to lack of action. Like I said in the in-game message, we need to determine a winner for this tournament game. However we should find an official way to end the game in a timely fashion as well.
