  • That's by design. It goes against the original boardgame rules, but on this site you can "shoot through" struck ships. Note that they're still an obstacle to movement, so you CANNOT move through them.

    As for not always shooting, it may be that another friendly ship was closer than the nearest enemy. Or sometimes both broadsides are empty and the wrong side loads, so it looks like a bug when the ship doesn't fire.
