From what I remember the wind did change in the game. You rolled the dice and depending on the outcome it would switch.
Wind variance, and velocity, are addressed in the ADVANCE GAME RULES only. To wit:
In the Sequence of play, wind change (direction, velocity, etc), is the first action determined, prior to unfouling and logging moves.
For the sake of brevity, this is the sequence under the Advanced rules, III, A, Wind numbers.
1. There is an original wind direction provided.
2. The advanced game chart shows the type of wind direction change, and velocity.
3. Wind change is determined every third turn, via 1D6. (a.) Then the direction is determined if a change is determined. (b.) Then the velocity.
(c.) Hurricane strength winds end the game immediately. Anything below light winds becalms all ships. (d.) Wind changes affect movement, full sail, and firing capabilities.
This is covered under the Advanced rules, section III, B, Wind Effects, section. I'm not gonna cover this, as the complexity is beyond what is necessary for this game. Even more wind-related rules are addressed in the Optional Rules secion. Come on, KISS!

i personally would like to see the wind changes implemented as soon as possible...i have my reservations of course...since wind direction and speed rarely change in the blink of an eye as Avalon Hill will have us believe
in my opinion...more complexity adds depth and interest to the game in much the same way that a woman in sexy lingerie is more alluring than the same woman naked
keeping it simple is all fine and good...but eventually we all graduate from snakes and ladders
