Yes, it takes a while, so, one key is to not allow the same ship to be fired on over and over. A second key is surrounding him ASAP, once you do, make a pirate maneuver... If you know what I mean...
There are many times I maneuver such that the French cannot move any more, and, I can, meaning, I get all the free rakes I want.
