Don't want to convince you if you don't want to be. Handicapping a scenario is good, wargames do it in one way or another. Hardly any historical battles of good size are "fair". If you make a wargame for the battle in the pacific, gee, who will "win"? The US of course. So... you make victory conditions such that the US player can lose. Perhaps by a date, you have to take such and such by this date, perhaps other ways.
The US player will always say he "won". But it's a game. |
