Ville de Paris should not have been able to fire at Victory.

Or am I missing something here.

I don't see any problem here. The Victory and the Flamand are both 1 hex away from the Ville so it can pick its target (meaning you )

The only thing unusual is that the Ville did so much damage. Numerous times I've had it miss completely at one hex distance

That's right, The Victory and the Flamand are both 1 hex away from the Ville. Just like the other situations in other games at different ranges, the ship should not have been able to fire since a friendly was at the same range and in the broadside of the firing ship.

In short, by the letter of the rules, she shouldn't have been able to fire.

Now for the obvious fact if only by looks. 2/3rds of Ville's hexes are blocked by a friendly ship.

Now I understand your point better, but the rules are still being followed correctly. The Flamand would only block the field of fire if it was closer to the Ville than your ship. However, since they are both 1 hex away the Ville gets to choose its target.

I've cut & pasted the portion of the rules that covers this situation:

4. A ship may fire at a single enemy ship in a broadside’s field of fire subject to two conditions:
a. The ship being fired upon must be the closest in number of hexes to the firing ship of all ships in the field of fire;
b. If the “closest ship” happens to be a land hex, friendly ship, surrendered or captured ship, or a hulk, the field of fire is blocked and the ship may not fire that broadside in that turn.
5. If there is more than one ship or obstacle which qualifies as “closest ship,” the attacker may choose which is closest and fire at that ship.
