Ville de Paris should not have been able to fire at Victory.

I don't see any problem here. The Victory and the Flamand are both 1 hex away from the Ville so it can pick its target (meaning you )

The only thing unusual is that the Ville did so much damage. Numerous times I've had it miss completely at one hex distance
