Yes I see. Exter did not fire because 3 guns at distance 4 gives -1 (correct). What is wrong is the missing "unable to fire" event in the event portlet. I open a bug (missing event).

Please wait 10 more days to give us the time to check. why you do think it's important to fix the bug: Well the importance is average because it's only a missing information to players. Nothing changed in the game.
