I haven't made any orders since I noticed this (sorry guys) as I thought the developers might want to see it.
i think this has happened to me as well in one of my games... one of my ships had both broadsides loaded and in one turn should have fired both...but did not...it seemed that damage was applied to the ships before they were given the opportunity to fire... in the earlier turn the starboard broadside had two guns...and lost both of them on that turn...the port broadside had four and did fire... on the subsequent turn the port broadside was reduced to two and was unable to fire because to the gun loss...the enemy ship had four guns and was able to fire normally
