The new wind attitude restricts only the number of moves you can do *in that attitude*.
Let's say, for example, that you have 10 movements (very fast ship! ) in Wind Attitude 1, 3 movements on Wind Attitude 2 and 7 movements on Wind Attitude 3.
You start on Wind Attitude 1, 10 movements possibile.
You turn on Wind Attitude 2, this costs 1 movement. You have now 9 movements left BUT you can do only 3 movements in this attitude  You go forward twice and turn once, you have used all your possible movements for Wind Attitude 2, but you are now on Wind Attitude 3. Movements left 9 - 3 = 6.
You can still do 6 movements on Wind Attitude 3 (which is under the maximum allowed by Wind Attitude 3, which is 7).
That's how it should be, according to what we* understood of the rules and according to the behaviour of the game till yesterday 
However, on WSIM ships have a *maximum* number of turns....so even if you have 9999 movements in each attitude, you can do only a limited numnber of turns each turn....only 1 turn for the biggest ships!!
So I think this "turn restriction" has been implemented, since I think the game behaved differently yesterday....or maybe I did not understood the rules properly and the game has always worked this way....who knows
