I'm starting with 3 movement allowance, I do 1 turn and have now allowance 2 with wind on the rear...I do 1 forward (so 1 allowance left) but..I can't turn. I can only do forward again.
Why?

Did you implement S.O.L.(and other ships) maximum turns in single turn? (I didn't notice it before

As soon as you turn, the new speed restrictions take place, so your movement drops by one if you turn into the wind. the opposite is not true, you do not gain speed if you turn out of the wind.
