Good News (I think)
My issues seem to have resolved themselves.
I thought all along that the problem lay with my service provider (ATnT/DSL). They have been spending too much time installing some new cable service in my neighborhood. After several calls they seem to have found someone with a modicum of skills re my problems.

Thanks for the suggestions none the less!
