For game developmenet, currently webmaster (Nick) is the only one working on it. I wouldn't say suggestion will never be implemented but it definitely take a long process to change. And also nick have a very strong view that will stick to the original rules set as long as he could. That's mean house rules such as the fuel implementation will not be easily implemented.

Well here's to Nick anyway. It's still a great site.
Just as a thought, you might want to play on the site for a while before coming up with your list of suggested fixes. After playing here for a bit, you might feel differently about the problems you perceive today, or you might not and will have a solid list of alternatives for Nick to consider.
You might end up having so much fun that you forget about the little things like German fuel tanks. You might not, but it is worth a try, no?
